The NPS addresses habitat protection and restoration for road projects during the NEPA planning process. Therefore, it would be much simpler to use the NEPA process for assigning credits to a project. For example if the impact analysis showed that mitigation would result in beneficial impacts to wetlands, rare species habitat, or other habitats, then assign credits base on the magnitude of beneficial effects.
Base the credit requirements on NEPA findings.
