Goal
Minimize the amount of construction-related waste destined for landfill and promote
environmental stewardship through good housekeeping practices at the work site.
Requirements
Establish, implement, and maintain a formal Site Recycling Plan as part of the
Construction and Demolition Waste Management Plan (CWMP) during construction.
The Site Recycling Plan must clearly describe the plan for implementing,
communicating, monitoring and maintaining appropriate recycling and diversion
practices on site. The following topics must be specifically addressed.
1. Expected types, quantities, processing or disposal facilities, locations of receptacles
and proper handling for recyclable (or reusable) roadway materials generated from
roadway construction processes such as (but not limited to):
- Paving process waste (e.g. hot mix asphalt, concrete)
- Milling waste, concrete slough and grindings, cobble
- Excess steel rebar and other metal products or scraps
- Excess plastic pipes and packaging
- Excavated soil cuttings and boulders
- Land clearing debris and topsoil
- Wood and paper products (e.g. packaging materials, cardboard and pallets)
2. Expected types, quantities, processing or disposal facilities, locations of receptacles
and proper handling for recyclable (or reusable) materials generated from mobile
office (e.g. job trailer, site office) activities and personal worker (household) waste
such as (but not limited to):
- Paper, copier paper, paper products
- Plastic
- Aluminum and various household metals
- Glass
- Household trash or compostables
3. Communication expectations for jobsite housekeeping practices for the general
contractor (also intended for any subcontractors) regarding:
- Litter control
- Expected types of site- and worker-generated recyclables.
- Collection practices for site- and worker-generated recyclables.
- Locations of recycling receptacles.
- Training requirements for all site employees and means of corrective action.

OVERALL: This is a very easily obtainable credit area for NPS. We currently do most of this and what we don’t do which is require the contractor to recycle their personal on site waste, such as pop cans, would be easy to obtain. This credit is for the PLAN to recycle not the actual act of recycling. It will cost us more to ask the contractor to implement this credit.
Setting waste reduction goals and demonstrating in the site plan – this is a great goal to work towards and will also help implement and document our efforts towards EO 13514.

There is a fine line between the benefits to the environment and the impact to the budget that must be considered. It may be difficult to implement a plan if the job site if over many miles. Also there may be increased emissions in this process that would not have otherwise been incurred.

Hi JonathanB, another good question! No, Greenroads does not currently require a specific percentage diversion. The reasoning is explained in the body of this credit and also in PR-6 Waste Management Plan. There is no known baseline for amounts of recycling transportation C&D waste and we don't yet know how much waste is even generated by road projects. So, in a location where an agency(ies) C&D goal exists, the most stringent governs by definition. Conversely, in other locations with no such goal or regulation, significantly less motivation exists for recycling practice in general.
Some local agencies, currently require a deposit for C&D recycling and have minimum recycling percentages that need to be attained in order for the contractor to receive the deposit back. These percentage minimums vary from agency to agency and usually are a percentage of total materials used on site that are recycled. Does Greenroads require a minimum percentage of certain materials to be recycled, before recieving credit? Does the contractor adhere to the higher percentage requirements when having to satisfy Greendroads and agency C&D goals?
