The Western Federal Lands Highway Division (WFLHD) operates as part of the Federal Lands Highway Program, serving the needs of Oregon, Washington, Idaho, Montana, Alaska, and Yellowstone and Grand Teton National Parks in Wyoming. WFLHD actively administers the surveying, designing and constructing of forest highway system roads, parkways and park roads, Indian reservation roads, defense access roads, and other Federal lands roads. WFLHD also provides training, technology deployment, engineering services, and products to other customers

The Oregon Department of Transportation (ODOT) was established in 1969 to provide a safe, efficient transportation system that supports economic opportunity and livable communities for Oregonians. ODOT develops programs related to Oregon’s system of highways, roads, and bridges; railways; public transportation services; transportation safety programs; driver and vehicle licensing; and motor carrier regulation. ODOT is currently engaged in a research contract with the Greenroads developers to see how best to incorporate Greenroads in its approach to sustainability.
